Choosing a region is close to choosing a capability. The Bajio is where a general engineering buyer is most likely to find an independent shop, while Queretaro and Baja California make more sense for regulated aerospace and medical work.

What USMCA actually does for your landed cost

This is the part most often oversimplified. USMCA-qualifying Mexican-origin machined parts enter the United States duty free. Parts from Mexico that fail to qualify get no such treatment and pay the same rates as any other origin. Qualification depends on rules of origin, not on where the part was cut, so the origin of the raw stock and the substance of the processing both matter. A part machined in Mexico from non-originating material may not qualify.

The comparison against Chinese-origin parts is where the gap opens. Section 301 duties apply to a broad range of Chinese goods, and for steel and aluminium intensive parts Section 232 duties can stack on top, pushing the effective rate well above either figure alone. Those rates have moved more than once, so check the current position against the specific HTS codes covering your parts rather than working from a figure in an article.

The honest framing is this: model landed cost per part, not labour cost per hour. A duty rate and six weeks of ocean freight sitting in inventory can outweigh a lower hourly wage, and a slightly higher Mexican wage offsets easily against zero duty exposure and truck freight measured in days. Mexico is the stronger choice when:

  • You want to visit the supplier in person without a long-haul flight, which shortens problem solving on difficult parts.
  • The programme sits inside an automotive supply chain that requires IATF 16949 suppliers within the trade bloc.
  • Time zone overlap with US engineering teams is genuinely needed day to day.

The trade-offs are real and worth stating rather than glossing over:

  • The independent contract shop base is smaller and harder to discover than in the United States or Asia, so qualification takes longer.
  • Upstream tooling and specialist component supply is thinner than in mature Asian manufacturing clusters, which matters when a job needs custom cutters, fixtures or specialised finishing.
  • Demand for industrial space and skilled labour in the main clusters has tightened capacity and pushed wages up.

  1. Confirm export readiness first. Ask whether they handle USMCA documentation, material certificates and lot traceability, or whether that falls to you. This is the fastest way to separate export-ready shops from domestically focused ones.
  2. Check certification scope against your part, not just the certificate. ISO 9001 is common, IATF 16949 matters for automotive, AS9100 for aerospace. Ask which facility and which processes the certificate covers.
  3. Ask which special processes are in-house. Heat treatment, grinding, EDM, plating and non-destructive testing performed under one roof cut both lead time and the error rate on hardened parts.
  4. Get the achievable tolerance per feature, not a headline number. A shop quoting a tight capability should be able to say which of your specific features it applies to.
  5. Ask what inspection documentation comes with the parts, and request a first article on the initial run.
